Vigilantism getting obstructed by bureaucracy/reality. No employee can just hand that over to anyone that comes to the asylum, since it’s a hotbed for vengeance and harassment. But they should have some background checking up already for visitors to guys like SG, in case of criminal activity.
“We know that he has been in contact with the criminal. If you are obstructing justice, we have other ways to get that information… such as through your replacement. If his contact is somebody else, you have nothing to fear.”

They would probably need a warrant for something like that, or at least that’s my assumption about the comic’s assumption.

But even if they did backrgound check the visitors, they’re hardly likely to background check the inmates’ correspondents.
Although, they might intercept their communications, depending on the data, privacy & security laws.
