Also, it seems that he was a fairly competent and relatively normal person to begin with (rather uptight, but he did choose a career in the prison system after all). Presumably being surrounded by a bunch of jailed supervillains for years has caused him to absorb a hodgepodge of their less stable traits.
Possibly some other factors led to deterioration of his sanity to push him over the edge and actually jump into his own villainous all half baked. Maybe his wife of twenty-three years left him for another man who became wealthy by publishing poorly edited smutty superhero themed romance novels.

Well of cours there’s a map to the Boss in the prison! Usually, there’s also a room next door with kobolds/goblins/other fodder guarding your starting equipment. Oh, and they are either drunk or asleep or both.

As the villain has the power to retcon reality, there are conveniently no plot holes here.

so either
A: He is just nuts
B: split personality
C: There is another entity in that void posing as him who had protected those people.
D: These people were just reconstituted and their memories altered to fit the new area.
