The Bad Person is ranting about how she’s going to murder billions of people because she thinks that’s better than letting a bunch of weirdos in spandex run around, causing havoc. In other words, she’s a supervillain herself.
That’s actually kind of impossible, because it’s not a simple point, but…
Even a single person with the ability to invent stuff like Reed Richards could make billions of people happy and healthy by creating new medicines. Superman could provide cheap, pollution free electricity to all of America. A dissected plastic man could advance material science by decades. No fictional superhero has ever actually helped the world to the best of their ability. Instead they make themselves famous and punch societal outcasts because the alternative would make the world less recognizable as ours, and because doing the useful thing would be piss boring.

That’s nice Orwellian newspeak for murderers, arsonists, terrorists, rapists, and others who ruthlessly cause pain and suffering for their own gratification.
And what would she have them do? Use their power to force change like she does?
To disregard the Free Will and Rights of others in order to make a world that fits their vision? To be Tyrants or petty & fickle Gods?
Many have tried to do what she is now doing, and are remember as cruel, bloodthirsty monsters. And what makes her so different? Cause she has a Time Machine? The same Acts, simply a different Method
Superheroes typically address symptoms, rather than problems. In the absence of easy solutions, those symptoms might motivate people to fix the underlying problems. If you only address the symptoms, you relieve the pressure to make any meaningful change, and the problems continue.
We are, ourselves, currently in just such a world with symptoms and underlying causes. We treat neither the symptoms nor the underlying causes.
Also, the reason superheroes treating the symptoms doesn’t affect change is because of aforementioned narrative status-quo. It’s always gotta look like real world earth, no matter how implausible that would be, and they’ll retcon everything to make sure it happens.
I would say that you’re right on all points… but we do treat some of the symptoms. Again, just enough to relieve the pressure for real change. Though I would suggest, given the escalating state of the world, that those in charge have miscalculated just how much pressure the system can handle before it explodes.
So … is she trying to make “one timeline”, or does she honestly think that she wouldn´t be destroying any other timelines in the proces that allready had those conditions? She could just have moved herself to one of those.
I’d guess ‘obligatory’ speech to explain to the reader why everything happened this arc. Non-sentient, written fictional characters don’t have free will.
I want to tell Mr. Sausage I really liked what he did in the last panel with the shadows and lightning. He’s really putting an amazing effort and love in this comic.

I mean, it won’t dissuade her from her self-appointed mission, but at least it’ll get her away from the paradox machine long enough for someone to throw a spanner in its works. Hopefully.
She was there already, that’s where she noticed that they were following her. She probably thinks that she can fix that timeline to prevent/fix whatever disaster happens.
Considering how frequently Laser Pony seems to save the world from Alien Invasion or Extinction-Level-Meteors, I suspect that the “What’s a superhero?” timeline only extends so far…

The truth is, if they step out and kill…well look at what happens to The Punisher when he does it? He’s hunted and called a killer and the people think he needs to be put in jail.
Change up the status quo? The people think they’re the villain now, because they’re putting their powers above everyone.
It’s funny how everyone seems to assume that she’s a communist or a SJW when so far she hasn’t said anything substantial about her politics aside from “no injustice, no corruption” and “unjust systems that benefit those in power”. I guess it’s because she’s a woman with dyed hair?

She could be any part of the political spectrum, or none of it – the point here is she is the villain trying to force her own point of view down the throat of others “because she can” (instead of thinking of she even should).
I was going to make a crack about hypocrites who only do what they think is right if they can force someone else to do it too…or pay for it, or do it instead of them.
But then I realized she’s actually DOING what she thinks is right, instead of forcing someone else to do it for her, so she can’t be Woke-she’s not demanding the government force others to do it for her.

is that the world where this comic takes place is a world where getting superpowers could happen to anyone.
I know that no person is naturally pure evil, but there are people who are mentally disturbed who would use such powers (if they got them) for more malevolent goals who should probably be stopped.
it’s a lucky thing that there is group of super powered humans who try to fight the more unstable people with the powers.
this comic itself showed that the world where this comic takes place in is one where demons (who are naturally evil) could invade from the underworld.
and there are general threats in which the fire department, police or even the army would be of no help.
another thing is that there are problems where supers could help humanity that couldn’t be blamed on societal problems (like the earlier mentioned demonic incursions).
for example natural disasters, accidents like burning buildings and small things like saving cats from trees.
supers may not be perfect human beings but in a world where anyone could get super powers I rather have some superheroes around in case a morally challenged person gets his hands on such powers.
