Payphones are ideal in emergencies, as mobile networks usually get swamped resulting in loss of service. Or, for the more paranoid among us, the mobile networks are ordered by the authorities to deny service in the affected areas to create a news blackout.
@Ragingagnostic: It’s a common normal person attitude too. It’s called shielding you eyes from a very bright light. Granted, the hand is usually flat for maximum sight protection, but that’s not necessarily a given.
