Since Bolf isn’t there in person, there won’t be an actual fight. However, it looks like he might have laid a trap and Snob Goblin fell into it. I’m really interested in seeing what happens next!
I think he is a type of antihero similar to the Fool-Killer, one of Spider Man’s more esoteric eneimes. It’s a kind of eugenic philosophy: if I can just rid the world of a certain type of failed person, it will become a better place. Hannibal Lecter had a similar view on the willfully rude, though he usually left dealing with them to chance, rather then seek them out, aside from his sister’s killers.
Looks like Punishment has a potential partner! :D

@Brokeneye, Snob Goblin is an anti-hero, with a danger of crossing over if he becomes too fanatical.
