Once she said she was basically going to rob him he wasn’t going to be helpful at all until he got paid. It’s his job after all, he has every right to expect people to pay when he’s taken time from other jobs or things he could have done to help with their problem.
Then she steps outside, sees that they’re in the shadow of some landmark, knows exactly where that is, and then facepalms as she realizes she still wasted her money on this guy.
Why all the hate for the consultant? He has skills and uses them in his job. Consider him a mechanic or a plumber…do you expect them to use their time and effort for free? How much work do *you* do for free? Every single one of us could do something to help `innocent people’ in the course of our daily jobs…giving away product to those who can’t afford it, recording an extra zero in their payment, giving a `manager discount’ or whatever. Will to be *very* few of us do it, though.
But the consultant should? When it’s most likely our League’s own stupidity to blame?
Besides, he doesn’t need to do anything. If all else fails, Mary Sue will rescue LP because he’s late for their ice cream outing. And since she’s there, she can rescue everyone else at the same time.
Yes it’s baffling since he showed up, provided them with the aid he was contracted for, then she declares ‘well I don’t find that helpful I’m going to rip you off and not pay you for your services’. Nobody should be surprised he stopped being helpful after being told ‘so I’m not going to pay you but I expect you to keep providing help for free’. Once he knew he couldn’t trust the HEROES to pay him for his services of course he insisted on cash up front. I wouldn’t expect the plumber or mechanic to keep doing work either without cash in hand after being told they weren’t going to get paid during a job.
People that did the work that they were hired for want to be paid too, namely this guy (since he clearly DIDN’T get paid up front, otherwise she wouldn’t have refused to pay her bill because she wasn’t happy with the answers). When she expected to get even more work from him FOR FREE he rightly refused because if you’ve just been told by someone that they aren’t going to pay you for your work you stop doing anything else for them. He has every right to say ‘since you’ve demonstrated your lack of honesty in refusing to pay your bill you don’t get anything else from me until you pay what you already owe.’
Client: “Can you fix the problem with my plumbing?”
Plumber: “Well, I’ve examined it, but…” *opens palm expectantly*
Client: *hands over bills*
Plumber: “…it’s going to cost you for some new parts.”

But he *didn’t* provide her with the analysis she contracted him for. She asked for an specific explanation, not just any vague explanation, and asking for a solution as well was heavily implied as part of that.
It’s more like you had a leak, and the plumber looked around and just said, “Well, it’s not rain or ground water leaking in, so yeah, it’s a plumbing problem. Pay me.” I doubt anyone would consider that as providing the service that was expected.
