My nearest guess is some kind of alternate dimension she stumbled into, and made herself queen of for her own personal fantasy land. Had absolutely nothing to do with the LoSRH until they stumbled into it.
There’s too much coincidence here. Josie is just recently the “Evil Queen”. I’m thinking the LoSRH’s were summoned here by whoever she deposed, in the hopes that Josie’s “greatest enemies” would take her down.
