Conjuring up a realistic illusion the size of a dragon is no small magickal feat. Surely Josie could rain fire and brimstone down on them or summon demons unless she is too afraid to cause harm. The hordes fear the dragon but how would they react to LP vaporizing a mountain. He already destroyed acres of forest in an earlier panel. A show of force may be what is needed. I still think Occam’s razor still applies – make millions of copies of the recipe and give it to everyone.
