Superman, Wonder Woman, Batman, Spider-Man, Captain Marvel, the other 3 not so sure (although the guy in green is showing half his face, so maybe Cyborg).
If one of them is The Flash, I don’t see a problem. He once changed in the middle of a large group of people since they were distracted by the current villain since he was so fast.
But the villain was the Turtle, and he had slowed those people down, so Flash’s speed, although itself slowed, appeared exponentially faster to them.
However, in the comics, although Flash is fast, if someone is looking at him when he flashes away and back, they will be aware of his movement, even if they don’t recognise what happened.
The opposite is also true. If there was almost no one around except for the disguised superhero, then they would be equally unable to sneak off and change.
So now it’s time for the almighty janitor that looks so average that no-one recognises him with and without disguise.

So when does the new villain Major Panic make his appearance? Or is he being subjected to a media blackout because nobody wants to go on the air and try to say “Major panic struck today as Major Panic stuck today” for fear of getting stuck in a loop?
Ah, the Law of Inverse Ninjitsu applied to superheroes.
For those who don’t know (I fail to see how a fan of this strip could not know, but it’s a possibility), this Law states that there is only so much ninjutsu available. So one lone ninja has all the ninjutsu is invincible, two are tough. and a hundred are mooks.
Apparently that applies to superheroes, too. One hero is invincible, a group of heroes are tough, and a mob of nothing but heroes can be held hostage by goons.

Maybe he was leading the gang of armed men. He’s a major, after all.
Major Panic was under orders from General Confusion to keep a low profile until General Mayhem arrived at the scene.
But what if Corporal Punishment arrived first?

Context: His superpower has to do with inciting, and gaining power through, violence. He gathered a dozen or two people to fight the heroes, sat back to absorb their energy, then engaged.
