I assumed the two costumed folks were Shitropolis version of Shield.
Reasoning:
1. Used a line to get up where the villain was – No apparent superpowers.
2. Wearing matching Jumpsuits with only insignia on their breasts.
3. The convo was political in nature as far as apprehension and probability of getting off on the charges.
well, makes though sense to not have superpowers go against white collars, most of opponents aint superpowered either so excess force could lead to quite formidable collateral dmg alongside releasing criminal
Norman Osborn fucks with Lex Luthor
… Or kingpin.
…Norman Osborn fucks Lex Luthor.
Sad but true.
^ What he said.
Anyone else likes how everyone is cursing in the last panel?
Yeah, apparently “dammit” is not a strong enough curse to deserve it’s own censorship bar. :)
OK, now I really want to know the name of these heroes/agents. Are they mocking SHIELD, SWORD, HAMMER, etc. Or are they independent vigilantes?
I was figuring their names were Crime and Punishment, even though that makes almost no sense.
Great costume design. What are their names and powers/ abilities ?
DudePal and Lady DudePal, perhaps?
With those costumes, are they in any position to be talking about catching someone else red-handed?
I think the villain’s name is “Red Handed”. What color are *his* gloves?
Brown in the first panel, maroon in the third panel. Less red than their hands either way. :P
I think he means finally they had put on gloves of the right color when they caught him.
We, red-handed, caught you.

What’s that symbol they got on their chest? I can’t make sense of it.
Beats me. Looks like the same kind of lines they have on their masks.
If you think of the white part as a foreground object, the emblem could be a very very simplified version of the SHIELD logo.
This actually played a big part of the plot of the second Batman/Spider-Man crossover.
Ras Al Ghul learned – the hard way – that the Kingpin is nobody’s patsy.
